Yeah, sure they will reject but it is in the air and will be coming piece by piece every time the debt crisis gets more severe e.g. because the ECB reduces buying peripheral bonds just because they want to push the next centralization step. It is how you would increase the price of a drug - first show the junkie how much he needs it by giving him less for a day or two.
